Bank loans with a guarantee and subsidised interest to create small for-profit businesses, including cooperatives. For people registered at a job centre who are unemployed (for 9 months or less, involuntarily, or for more than 9 months), young people aged 18 to 35 looking for a first job (with upper-secondary education or level 3, or studying for it), people who have never worked, or self-employed workers earning below the minimum wage on average. MICROINVEST: investment and loan up to €20,000; INVEST+: investment of €20,000 to €200,000, loan up to €100,000. No capital or interest in year 1, partly subsidised interest in years 2 and 3, repayment by year 5. The project may not create more than 10 jobs or exceed €200,000 of investment, and the company must not yet exist. Apply at a participating bank (CGD, Millennium bcp, Novo Banco, Crédito Agrícola, Banco Montepio, ABANCA). Part of the PAECPE programme.
